THE BOARD
Da
Captain
, aka “DJ Captain,” hails from St. Louis, MO and served in the U.S.
Army for four years receiving an honorable discharge in 1984. Captain
started his career in music as a nightclub DJ and worked his way
to hosting Radio Mix Shows. The Founder of “Peace in Da Hood,” a
community project, Captain conducts city-to-city school tours speaking
out against drugs, violence, and gangs, helps to raise funds for
the Boys and Girls Club of America, and has had the distinct pleasure
of working with Reverend Jesse Jackson and the Rainbow Push Coalition.
Captain’s biggest focus has been promoting and bringing top named
comedians, R&B/Blues Artists, and Hip Hop Artists to local communities
such as: “Kings of Comedy” stars Steve Harvey, Bernie Mac, and Cedric
the Entertainer; Black Entertainment Television (BET) and Def Comedy
Jam stars Maurice G, Slim, Marcus Combs, LaVelle “Big Daddy” Crawford,
J Deep, and B. Cole; and R&B/Blues stars Dave Hollister, Silk,
Case, Wendell Brown, Tyrone Davis, Marvin Sease, and Denise LaSalle.
After releasing
his solo CD, he has had toured and opened for national recording
artists the late Tupac Shakur, Notorious B.I.G., Run D.M.C., Keith
Sweat, Next, Joe, Usher, Kut Klose, JaRule and has collaborated
with R&B Singer Wendell Brown. Also, Captain has been a DJ and
host for the Illinois Minorities in Government Annual Conference
headlined by BET Comic View host Ricky Smiley, as well as Katt Williams,
aka, “Money Mike” from the hit movie, “Next Friday,” and has been
a DJ on the Lil’ Wayne tour and Mike Epps Comedy Tour. He will continue
to showcase his talents by co-writing and directing a soon to be
released play, and publishing his own hip hop magazine. Captain
has received a prestigious “Shout-Out” from the Tom Joyner Morning
Show acknowledging his diligent and generous work in the community.
Currently,
he is a radio personality with Clear Channel Radio and can be heard
every Saturday night on the “Bad Boy Hip Hop Show” from 10:00 P.M.-12:00
P.M. on 99.7 KISS-FM.

Tammy
M. Lackland,
has amassed significant experience in the corporate
sector most notably as a Regional Director for FILA, USA maintaining
the athletic company’s corporate accounts in eight states, as well
as maintaining the corporate image of FILA and the professional
athletes endorsing FILA’s footwear and athletic apparel in her respective
territory. Her accomplishments at FILA, USA helped to increase its
market base and maintain corporate responsibility.
Her experience
at FILA, USA afforded her the opportunity to utilize her corporate
experience in the public sector as an Accountant Supervisor for
the Illinois Department of Public Aid, Child Support Enforcement
Division. In that capacity, she oversaw accounting functions for
the Department in a two-region area. Her commitment to fiscal responsibility
has afforded her the opportunity of being selected as a Departmental
liaison between Child Support Enforcement, the Attorney General’s
Office and the State’s Attorney Offices. Her work with these individuals
has earned her the reputation of being a person of integrity striving
to maintain accountability to the taxpayer.
Presently,
Tammy is an Account Executive for the Clear Channel Radio Springfield
Cluster.

Jonathan
W. Lackland has spent
most of his career in Government, serving in the Federal, Local,
and State Government, respectively. Currently he serves as the Senior
Administrative Director for the American Society for the Prevention
of Cruelty to Animals (ASPCA) where he oversees all state legislative
lobbying for the organization.
Previously, he served as the Great Lakes Regional Director for the
Brady Campaign To Prevent Gun Violence United With The Million Mom
March, an Organization named in honor of James Brady, former White
House Press Secretary to Ronald Reagan, who was seriously wounded
by a single gunshot wound to the head during the March 30, 1981
assassination attempt against President Reagan. As Regional Director,
Jonathan wrote legislation/local ordinances and lobbied for safer
gun violence prevention laws with State Legislatures in 13 states
and with Members of Congress. He also served as the Special Assistant
to the Assistant Secretary of the Illinois Department of Human Services,
a post he was appointed to by the former Governor George Ryan, and
former Illinois Department of Human Services’ Secretary Linda Renee
Baker in December 2000.
In this role
Jonathan assisted the Governor, Secretary, and the Assistant Secretary
in defining strategic direction for the Department; served as a
spokesperson for the Office of the Assistant Secretary, and helped
oversee a $5 billion operating budget and 15,000 employees. His
work has afforded him Gubernatorial appointments to the State Rehabilitation
Council, and the Illinois Council on Developmental Disabilities.
Further, he has received several awards including the Macon County
Sheriff’s Distinguished Service Award, and selection in the Illinois
Department of Human Services inaugural Management Mentoring Program.
Lackland has
authored several articles centering on governmental organizational
development, governmental effectiveness, as well as being a presenter
at several regional and national conferences.
